New York Times says targeted by China hackers

BEIJING (Reuters) - The New York Times said on Thursday that Chinese hackers had "persistently" attacked its computers over the past four months since the paper published a story on Premier Wen Jiabao, but sensitive material related to the report was not accessed.

The New York Times said the attacks coincided with its report last October that Wen's family had accumulated at least $2.7 billion in "hidden riches". China said at the time the report smeared his name and had ulterior motives.

"For the last four months, Chinese hackers have persistently attacked The New York Times, infiltrating its computer systems and getting passwords for its reporters and other employees," The Times said on Thursday.

"Security experts hired by The Times to detect and block the computer attacks gathered digital evidence that Chinese hackers, using methods that some consultants have associated with the Chinese military in the past, breached The Times's network."

China's foreign ministry rejected the New York Times claims of Chinese hacking.

"Reaching such conclusions for no reason with uncertain evidence and no proof and saying that China participates in relevant online attacks is totally irresponsible," Foreign Ministry spokesman Hong Lei said at a daily news briefing.

Hong reiterated China's stance that the country "is also a victim of online attacks" and said it hopes "the relevant party can take a responsible attitude towards this issue".

The hackers broke into the e-mail accounts of Shanghai bureau chief, David Barboza, who wrote the story on Wen's family, and Jim Yardley, the paper's South Asia bureau chief in India who was previously the Beijing bureau chief, it added.

"Computer security experts found no evidence that sensitive e-mails or files from the reporting of our articles about the Wen family were accessed, downloaded or copied," said Jill Abramson, the paper's executive editor.

Security experts found evidence that the hackers stole the corporate passwords for every Times employee and used those to gain access to the personal computers of 53 employees, most of them outside The Times's newsroom, the paper said.

"Experts found no evidence that the intruders used the passwords to seek information that was not related to the reporting on the Wen family."

Computer security experts at Mandiant, the company hired by the newspaper, said the hackers tried to "cloak" the source of their attacks "by first penetrating computers at United States universities and routing the attacks through them".

"This matches the subterfuge used in many other attacks that Mandiant has tracked to China."

The Chinese government has repeatedly said it opposes hacking and that China too suffers frequently from these kinds of attacks.

The four biggest moments from ?The Ultimate Fighter?

The second episode of "The Ultimate Fighter" doesn't have the same buzz as the first one, but still had plenty of drama. Before we start, is anyone else thrown off by the extremely close focus on fighters faces? I don't feel the need to count anyone's pores.

On the last show, Luke Barnatt, Team Sonnen's first pick, and Gilbert Smith, from Team Jones, were paired up to fight by Jon Jones. Here are the biggest moments from the show.

Honesty from coaches on Gil's chances to win. They showed a meeting where the coaches spoke about how they were concerned about the fight, and Gil is cognizant of their lack of faith. It gets weirder as his teammates go to the coaches about their concerns on Gil's readiness.

Jones breaking down the overhand punch for Gil. In the past, fighters and coaches hadn't been so explicit about game plans on camera, and didn't give coaching tips like they did on Tuesday night.

A fight that went exactly as his teammates said it would. Gilbert Smith was knocked out by Barnatt, just as his teammates thought. They were worried about his cardio. After he struggled with wrestling against an English opponent in the first round, he was tired in the second. He lazily tried for a takedown, and got Barnatt's flying knee in the face.

"He lost the fight before he got here."
Jones said Smith lost the fight for his lack of confidence, but who can blame him? His coaches and teammates were openly unsure of his ability to fight. He was put up against the top pick on Team Sonnen, but wasn't sure he had anyone behind him.

With Barnatt's win, Team Sonnen got control of the fight and picked Uriah Hall to fight against Team Jones' Adam Cella.

Australia lurches from fire to flood

The east coast of Australia has been drenched by floods and torrential rains, even as recent bush fires affecting much of the country continued to burn. Four people are known to have died as Australians get a further taste of extreme weather that is predicted to become more common as the planet warms.

The deluge came as a storm that started as tropical cyclone Oswald just north of Australia was dragged south over most of the east coast by a low-pressure system extending all the way to New South Wales, says Richard Wardle of the Bureau of Meteorology in Queensland. As it hit land, Oswald lost its cyclone status but remained a "vigorous" storm, Wardle says.

With no low-pressure zone further east to pull Oswald out to sea, the storm stayed over land, moving slowly south and dumping huge amounts of rain on coastal communities. Bundaberg, a town in Queensland, experienced its worst-ever flood as the storm lingered nearby for nearly 24 hours, leading to the evacuation of 7500 people from their homes. In Brisbane, the floods were almost as bad as those that devastated the city two years ago.

Climate change to blame

In Queensland and New South Wales, the deluge arrived while the bush fires that broke out two weeks were still smouldering. At the time, the Bureau of Meteorology said that the exceptionally hot, dry weather that led to the fires was "consistent" with climate change. Experts are now drawing the same conclusions about the rains.

"The frequency of more intense events is going to increase. Droughts, heatwaves and ? in northern Australia ? rainfall events and tropical cyclones are going to be more intense," says Jon Nott of James Cook University in Townsville, Australia, who researches extreme weather events.

Nott says that more intense rainfall in the tropics and subtropics is one of the things we can expect with global warming. The connection between tropical cyclones and climate change is complicated: fewer cyclones are expected, but the ones that strike will be more severe. They could also become 20 per cent wetter.

Nott points out that Australia might be experiencing a "double whammy" of climate change and natural variability, driving wetter conditions. One natural pattern, the Interdecadal Pacific Oscillation, affects circulation in the Pacific, and reverses every 20 or 30 years. It flipped about five years ago for the first time since 1977, bringing warmer waters to Australia's east coast. "During those phases, Queensland sees more flooding, more rainfall, and more landfalling tropical cyclones," Nott says. Climate change will only compound the effects of such patterns, he says.

Mexico breaks up alleged border sex-slavery cult

(AP) ? Mexican officials broke up a bizarre cult that allegedly ran a sex-slavery ring among its followers on the U.S. border, Mexican immigration authorities said Tuesday.

The "Defensores de Cristo" or "Defenders of Christ" allegedly recruited women to have sex with a Spanish man who claimed he was the reincarnation of Christ, according to an institute official, who spoke on condition of anonymity because she was not authorized to speak publicly about the case.

Followers were subjected to forced labor or sexual services, including prostitution, according to a victims' advocacy group that said it filed a complaint more than a year ago about the cult.

Federal police, agents of Mexico's National Immigration Institute and prosecutors raided a house earlier this week near Nuevo Laredo, across the border from Laredo, Texas, and found cult members, including children, living in filthy conditions, according to an institute official.

The institute in a statement said 14 foreigners were detained in the raid and have been turned over to prosecutors, pending possible charges.

Those detained include six Spaniards, and two people each from Brazil, Bolivia and Venezuela. One person from Argentina and one from Ecuador were also detained. Spain's Foreign Affairs Ministry confirmed its citizens were among those arrested.

The institute said 10 Mexicans were also found at the house, mainly women, and are presumably among the victims of the cult.

The Attorney General's Office said the investigation was still under way as to what charges, if any, might apply in the case. Given the binds of sect loyalty that had been built over an estimated three years, prosecutors were still trying to work out which of the detainees may be considered victims, and which were abusers.

The institute statement said the sect's leaders made members pay "tithes," with money or forced labor.

The institute said in a statement that the Defenders of Christ was headed by Venezuelan citizen Jose Arenas Losanger Segovia.

But according to the cult's website, the leader was Spaniard Ignacio Gonzalez de Arriba. He set up shop in Mexico about three years ago, after a stint in Brazil and other parts of South America, said Myrna Garcia, an activist with the Support Network for Cult Victims who has worked with victims of the Defenders of Christ cult.

He became involved in offering courses on "bio-programming," an esoteric practice that claims to allow practicants to "reprogram" their brains to eliminate pain, suffering and anxiety, according to institute.

Neither Gonzalez de Arriba nor Losanger Segovia could be reached for comment on Tuesday. A number listed in an advertisement for the "bio-programming" courses was disconnected. It was not clear if they were among those detained.

The cult thrived in an area of Mexico that is tightly controlled by the violent Zetas drug cartel.

The Interior Department said the Defenders of Christ had not registered as a religious group, as required under Mexican law. Garcia said cells of the cult might still be active in Peru and Argentina.

U.S. economic optimism drives bonds lower, oil up

NEW YORK (Reuters) - U.S. Treasuries prices slipped and crude oil climbed on Monday after a gauge of planned U.S. business spending rose in December, increasing confidence that the recovery in the world's largest economy was gaining traction.

But caution ahead of key data on the U.S. economy and the Federal Reserve's first policy meeting of the year helped keep a lid on Wall Street stocks, although shares of bellwether manufacturer Caterpillar notched a healthy rise.

Investor optimism got a small boost after rating agency Fitch scaled back the chance it will strip the United States of its AAA status, saying a recent deal on the country's debt limit removed the near-term risk of a downgrade.

But it was the Commerce Department report that set the tone on Monday, with an unexpected rise in December for non-defense capital goods orders excluding aircraft, a closely watched proxy for investment plans. The market had forecast a small drop.

The data on U.S. durable goods helped drive up euro zone blue chip stocks to 18-month peaks <.stoxx50e>.

"Net-net this report actually winds up being modestly better from a GDP perspective," said Tom Porcelli, chief U.S. economist at RBC Global Markets in New York.

The U.S. government will release its first estimate on fourth-quarter gross domestic product growth on Wednesday.

The benchmark 10-year U.S. Treasury note was down 6/32, with the yield at 1.9703 percent.

Investors tend to sell lower risk assets such as U.S. government debt when expecting better economic growth.

U.S. Treasuries traded steady at lower price levels on Monday in the wake of an auction of $35 billion of two-year Treasury notes.

CAUTION

On Wall Street, the S&P 500 edged lower on Monday, after rising for eight straight days in its longest winning streak in eight years.

In addition to the Fed's two-day policy meeting on Tuesday and Wednesday and the GDP data, investors are awaiting the government's January labor market report on Friday.

The Nasdaq, however, edged higher as Apple shares rebounded on bargain hunting following a 14.4 percent drop over the previous two session.

The Dow Jones industrial average <.dji> was down 12.75 points, or 0.09 percent, at 13,883.23 at the unofficial close. The Standard & Poor's 500 Index <.spx> was down 2.67 points, or 0.18 percent, at 1,500.29. The Nasdaq Composite Index <.ixic> was up 4.59 points, or 0.15 percent, at 3,154.30.

"Markets don't go up in a straight line," said Garry Evans, global head of equity strategy at HSBC In London. "I think that people are realizing there could still be problems out there."

Adding to potential pitfalls ahead were signs from Washington that the $1.2 trillion in automatic spending cuts due to take effect by March 1 could go ahead, threatening confidence in the U.S. economy.

Fitch said a ratings downgrade was still likely later in the year if Washington failed to use the new breathing space to put in place a credible debt reduction plan.

MSCI's benchmark world share index was down 0.2 percent on Monday after a nearly 4.5 percent gain this month on signs of economic recovery in the United States, stabilization in the euro zone and accelerating growth in China.

European stocks slipped 0.2 percent, with the broad FTSEurofirst 300 index <.fteu3> of top company shares hovering just under a two-year high.

Banks were the best performing sector in Europe, up 0.6 percent, as investors focused on areas of the market which still look relatively cheap.

EUROPEAN ECONOMY FLAT

Data from the European Central Bank served another reminder that the recent surge in financial markets is not being matched in the real economy.

Lending by banks to euro zone companies, consumers and home buyers contracted in December for an eighth straight month as recessions across much of the region sap the appetite to borrow and banks' willingness to lend.

"As of the end of 2012, there was no sign of improvement in credit flows," said Marie Diron, an economist who works on Ernst & Young's euro zone forecasts in London.

Data showing inflows to global equity funds slowed in the past week and comments from several major investment banks noting signs that the market may be reaching a natural top added to the caution.

The euro was down 0.1 percent against the dollar, after touching an 11-month high on Friday. The prospects of a member country being forced to leave the euro zone have all but vanished since the middle of last year, a survey released on Monday showed.

In commodity markets, Brent oil prices steadied near a three-month high at just over $113 a barrel before the Fed meeting and the U.S. employment data, which is expected to show more signs of recovery in the world's biggest oil consumer.

U.S. light sweet crude oil rose 61 cents, or 0.64 percent, to $96.49 per barrel.

Illinois bill OKs driver's licenses for undocumented immigrants

Illinois Governor Pat Quinn signed a bill into law today that grants hundreds of thousands of?undocumented?immigrants the right to drive. The new law makes Illinois the fourth state to allow driver?s licenses or permits for undocumented immigrants and comes ahead of President Obama?s ?expected announcement on a plan for?comprehensive immigration reform expected on Tuesday.

Quinn and the?bipartisan supporters of the legislation say the measure will improve traffic safety in the state. ?This common sense law will help everybody, regardless of their background, learn the rules of the road, pass a driving test and get insurance,??Governor Quinn said. Despite the stalemate on immigration reform in Washington D.C., Illinois is moving forward. As a result, our roads will be safer, we will create more access to job opportunities and our economic growth will be strengthened.?

For Illinois residents such as Eugenia Flores, a 41-year-old undocumented immigrant from Mexico, the new law could provide protection from criminal prosecution.?Currently, if undocumented immigrants decide to get behind the wheel, a routine traffic stop could lead to fingerprinting and possible?deportation.

?I?m a good driver,? says Flores. ?But my kids get scared when the police stop me. They don?t want me to drive anymore. But I tell them I have to because who will take them to school??

Proponents of the controversial?law, including Chicago Mayor Rahm Emanuel, count about 250,000 undocumented immigrants in the state who drive without licenses. These untrained and untested drivers lead to crashes and higher insurance costs for other motorists, with unlicensed immigrant drivers accounting for around $64 million in damage claims every year, according to the Illinois Highway Safety Coalition.

Unlicensed drivers will continue to drive with or without a license says Lawrence Benito, president of one of the chief?lobbying groups for the bill, the Illinois Coalition for Immigrant and Refugee Rights. ?They have to continue to bring their kids to school or go to church or drive to work,? he says.

The issue has divided lawmakers in Washington, Utah and New Mexico, the only three states that provide identification for undocumented immigrants who wish to drive. The debate has picked up momentum ahead?of federal legislation?that will soon require state driver?s licenses to double as national identification.?Opponents of the measure, including?Governor Susana Martinez of New Mexico,?cite concerns that these types of licenses?will lead to fraud.

In November 2011, two road test instructors?for the Ilinois Secretary of State were indicted for accepting money in exchange for fake driver?s licenses as part of a crime ring.

Meanwhile, Illinois Representative Dwight Kay argues that the law will lead to an influx of undocumented immigrants to the state.

?Granting individuals who came to our country illegally and giving them a benefit sends the wrong message,? Kay said in a statement after the Illinois House passed the legislation. ?A driver?s license is a privilege ? not a right, giving illegals the privilege to drive in our state legally when they broke our laws to come here is bad public policy. We must follow our Constitution and not pass laws based on whichever way the wind blows.?

Applicants for the license must provide a form of identification such as a passport, as well as proof of Illinois residency. ?License holders won?t be able to purchase firearms, fly on commercial planes or vote -?the card can only be used for driving. But, for Eugenia Flores, that privilege is more than enough.

?I don?t want to spend my life just inside my house,??says Flores. ?When the police stop you, you feel like a criminal. Now, I can feel free.?

Ryan Doesn't Know About 2016; Feinstein Believes in Assault Ban

Paul Ryan does not know if he's running for President in 2016, so stop asking. It's "premature," he said on NBC's Meet the Press. "I?ve got an important job to do," Ryan told David Gregory in his first Sunday show appearance since the election. "I represent Wisconsin, I?m chairman of the Budget Committee at a time of a fiscal crisis. I think I can do my job, representing the people I work for by focusing on that right now than focusing on these distant things." Ryan acknowledged that the Republican party is in the middle of a rebuilding period. "We have to expand our appeal to more people and show how we?ll take the country?s founding principles and apply them to the problems of the day to offer solutions to fix our problems," he said. "We have to show our ideas are better at fighting poverty. How our ideas are better at solving health care. How our ideas are better at solving the problems people are experiencing in their daily lives and that?s a challenge we have to rise to, and I think we?re up for it."

Ryan justified his silence between the end of the election and the?inauguration, about three months in real time but an eternity in Washington, by saying he was waiting to see how Obama behaved immediately after being re-elected. So far Ryan is unimpressed. ?He thinks Obama is more interested in "political conquest," than compromise. And, amazingly, Ryan longed for the days when staunch Republican Democrat Bill Clinton was in the White House. "If we had a Clinton presidency, if we had Erskin Bowles chief of staff of the White House, or president of the United States, I think we would?ve fixed this fiscal mess by now," Ryan said. "That?s not the kind of presidency we?re dealing with right now."

On gun rights, Ryan seemed open to reforms. He said the illegal purchase of firearms is "a question we need to look at." "We need to look into making sure there aren?t big loopholes where a person can illegally purchase a firearm," he said.

Sen. Dianne Feinstein went on CBS' Face the Nation to talk about the "uphill climb" she's facing trying to pass an assault weapons ban. But she's not cynical about her chances, just realistic. "I think I can get it passed because the American people are very much for it," Feinstein said. When it comes to gun owners preaching about their rights to own guns, she only has one answer for them. "Does a child have a right to be safe in school?" she asked, referring to the shooting in Newtown, Connecticut. "Does a law client when he goes into a law firm have a right to believe he's safe? Does a shopper in a mall have a right to believe that she's safe? I think so... You want to talk about rights, talk about the rights of the majority, too."

Feinstein also gave Hillary Clinton an endorsement for a 2016 Presidential run during her appearance on CNN's State of the Union. "I think she's accomplished an incredible record and really has really unbridled popularity. She has a total knowledge of all of the issues. She has served in the senate. She has been first lady." But then host Candy Crowley cut her off. "You're a fan," Crowley said. "I'm a fan," Feinstein replied. "I would love it if she would run."

In other endorsement news, Newt Gingrich has taken a liking to Florida Sen. Marco Rubio. He had only nice things to say about the outspoken and rumored 2016 Republican candidate on Face the Nation. He thinks the rest of the party need to start listening to the young buck. "Republicans ought to listen very carefully to Marco Rubio. You can?t lose Asians, Latinos, African Americans and young people and think you?re going to be competitive," Gringrich said. That's Gingrich's advice for the next step in the Republican rebuilding process. "You have to come to grips with reality. You have to learn to communicate with young people on their terms," he said. "But you also have to understand we need to be a country of immigrants where Republicans are seen as welcoming of hardworking, confident people."

Meanwhile, Sen.?John McCain started?preemptively making the argument for his new bipartisan immigration reform package that's going include a pathway to citizenship for immigrants during his appearance on ABC's This Week with George Stephanopolous. "Well, I?ll give you a little straight talk: Look at the last election," McCain said. "We are losing dramatically the Hispanic vote, which we think should be ours for a variety of reasons, and we?ve got to understand that. And second of all, we can?t go on forever with 11 million people living in this country in the shadows in illegal status. We cannot forever have children who were born here, who were brought here by their parents when they were small children live in the shadows as well. I think the time is right." Sen. Bob Menendez, also on the program, thinks there's a "a glimmer of bipartisanship out there," when it comes to comprehensive immigration reform.?

Speaking of Sen. Bob Menendez, the Democrat from New Jersey ducked questions about his feelings regarding Cory Booker's potential Senate run. There were some feathers?rustled?when Booker started openly talking about running for?fellow Democrat ?and Senate veteran Frank Lautenberg's seat in 2014. Major publishers are taking wildly different approaches to resolving the woes surrounding e-book lending at libraries: they're experimenting with both the short-yet-cheap subscription as well as an expensive option to pay only once for perpetual use. Sure enough, we're now seeing the middle road. Macmillan plans to run a pilot project in the first quarter of the year that will charge libraries $25 per copy for a selection of 1,200 back catalog Minotaur Books titles, but give buyers better than usual lending rights for either two years or 52 loans, depending on the popularity. They'll only have permission to lend to one person at a time for each copy, although Macmillan's comments to LibraryJournal leave the door open to changing terms should the pilot struggle to gain traction. As it stands, the strategy could be expensive for libraries if they have to pay over and over again for a perennial favorite. It might, however, be palatable for those book lending outfits already planning to go all-digital.

Qigong improves quality of life for breast cancer patients, study suggests

Jan. 25, 2013 ? Researchers from The University of Texas MD Anderson Cancer Center have found qigong, an ancient mind-body practice, reduces depressive symptoms and improves quality of life in women undergoing radiotherapy for breast cancer.

The study, published in the journal Cancer, is the first to examine qigong in patients actively receiving radiation therapy and include a follow-up period to assess benefits over time. Even though individual mind-body practices such as meditation and guided imagery appear to reduce aspects of distress and improve quality of life, questions remain about their effectiveness when conducted in conjunction with radiation therapy.

"We were also particularly interested to see if qigong would benefit patients experiencing depressive symptoms at the start of treatment," said Lorenzo Cohen, Ph.D., professor in MD Anderson's Departments of General Oncology and Behavioral Science and director of the Integrative Medicine Program. "It is important for cancer patients to manage stress because it can have a profoundly negative effect on biological systems and inflammatory profiles."

For the trial, Cohen, the corresponding author, and his colleagues enrolled 96 women with stage 1-3 breast cancer from Fudan University Shanghai Cancer Center in Shanghai, China. Forty-nine patients were randomized to a qigong group consisting of five 40-minute classes each week during their five-to-six week course of radiation therapy, while 47 women comprised a waitlist control group receiving the standard of care.

The program incorporated a modified version of Chinese medical qigong consisting of synchronizing one's breath with various exercises. As a practice, qigong dates back more than 4,000 years when it was used across Asia to support spiritual health and prevent disease.

Participants in both groups completed assessments at the beginning, middle and end of radiation therapy and then one and three months later. Different aspects of quality of life were measured including depressive symptoms, fatigue, sleep disturbances and overall quality of life.

Results show benefits emerged over time

Patients in the qigong group reported a steady decline in depressive symptom scores beginning at the end of radiation therapy with a mean score of 12.3, through the three month post-radiation follow-up with a score of 9.5. No changes were noted in the control group over time.

The study also found qigong was especially helpful for women reporting high baseline depressive symptoms, Cohen said.

"We examined women's depressive symptoms at the start of the study to see if women with higher levels would benefit more," Cohen said. "In fact, women with low levels of depressive symptoms at the start of radiotherapy had good quality of life throughout treatment and three months later regardless of whether they were in the qigong or control group. However, women with high depressive symptoms in the control group reported the worst levels of depressive symptoms, fatigue, and overall quality of life that were significantly improved for the women in the qigong group."

As the benefits of qigong were largely observed after treatment concluded, researchers suggest qigong may prevent a delayed symptom burden, or expedite the recovery process especially for women with elevated depressive symptoms at the start of radiotherapy.

Cohen notes the delayed effect could be explained by the cumulative nature of these modalities, as the benefits often take time to be realized.

Future research needed

The authors note several limitations to the study, including the absence of an active control group making it difficult to rule out whether or not the effects of qigong were influenced by a patient's expectations or simply being a light exercise. Additionally, the homogeneity of the group, Chinese women at a single site, limits the ability of applying the results to other populations.

According to the authors, the findings support other previously reported trials examining qigong benefits, but are too preliminary to offer clinical recommendations. Additional work is needed to understand the possible biological mechanisms involved and further explore the use of qigong in ethnically diverse populations with different forms of disease.

Ryan says GOP need to pick its fights with Obama

WASHINGTON (AP) ? Rep. Paul Ryan said Saturday that Republicans need to stick together and pick their fights during President Barack Obama's second term, rejecting some White House proposals outright and trying to infuse others with conservative principles.

In a speech to conservatives, the GOP's 2012 vice presidential nominee said Obama would attempt to divide Republicans but that the party must avoid internal squabbles as it seeks to rebound from a second straight presidential loss.

"We can't get rattled. We won't play the villain in his morality plays. We have to stay united," Ryan said at the National Review Institute event. "We have to show that if given the chance, we can govern. We have better ideas."

The Wisconsin congressman outlined a pragmatic approach for a party dealing with last November's election defeats and trying to determine whether to oppose Obama's agenda at every turn or shape his proposals with conservative principles.

With a surging minority population altering the electorate, Republican leaders have discussed the need to attract more women and Hispanics while at the same time standing firm to the values that unite conservatives.

The party's future was a major theme during the three-day meeting of conservatives activists, who expected to hear from Govs. Scott Walker of Wisconsin, Bobby Jindal of Louisiana, Bob McDonnell of Virginia, and Sen. Ted Cruz of Texas.

Ryan rejected the notion that Republicans were "in the wilderness," noting that the party controls the House and most statehouses. But he said Obama's victory over Mitt Romney meant that Republicans would need to recalibrate their approach to deal with the new political realities.

"If we want to promote conservatism, we'll need to use every tool at our disposal," Ryan said. "Sometimes, we will have to reject the president's proposals ? that time may come more than once. And sometimes we'll have to make them better." He said Republicans should have two main goals for the next four years, namely "to mitigate bad policies" and "to advance good policy wherever we can."

Ryan acknowledged that "we all didn't see eye to eye" on the recent "fiscal cliff" vote to deal with a combination of spending cuts and higher taxes that were set to take effect at the start of the year. He defended his support for the bill, saying it was the only way to avoid sweeping tax increases and prevent the economy from going into a free-fall.

As chairman of the House Budget Committee, Ryan said Republicans needed to guard against a debt crisis for the country that would undermine the economy. He said he would promote changes to Medicare and Medicaid and would propose a budget "that will balance and pay down the debt."

But November's election results still linger. Ryan said he was "disappointed" by the outcome, saying he was "looking forward to taking on the big challenges" while living at the vice president's residence. "My kids were looking forward to having a pool," he joked.

Resentment runs deep in Azeri town hit by rioting

ISMAILLI, Azerbaijan (Reuters) - The charred remains of a hotel are the only overt sign of rioting that swept this small Azeri town this week, but the resentment that fuelled the violence is hard to miss.

The Ismailli riot was quashed as quickly by police as other protests in the former Soviet republic but sent a warning to President Ilham Aliyev: Patience is wearing thin with the huge wealth gap a decade after he succeeded his long-ruling father.

Ismailli, with its dreary one-storey Soviet-era buildings, shows no sign of benefiting from the vast oil and natural gas riches that have helped transform parts of the capital Baku into a showcase of shimmering glass and metal where luxury cars cruise next to the Caspian Sea.

Residents of the town of 15,000, about 200 km (125 miles) northwest of Baku, complain of corruption across the tightly controlled country of nine million, an overbearing government and a lack of jobs, money and prospects.

They said Thursday's rioting was spontaneous, caused by anger over what one called the "unacceptable behavior of rich guys from the capital" suspected of involvement in a car accident, but that passions were fed by deep-seated resentment.

"Their behavior was just the last straw and became a reason for the disturbances," said Mamed, a 50-year-old man who declined to give his full name.

Samir, a 26-year-old market stall holder, said: "The people in the leadership of our country care only about their own interests and forget about ordinary people like us."

Squeezed between Iran and Russia, mainly Muslim Azerbaijan is a transit hub for U.S. troops based in Afghanistan - a role its critics say limits Western powers' willingness to sanction Baku over human rights abuses and concerns about democracy.

Azerbaijan also supplies energy to Europe and Western oil companies who are involved in bringing Caspian oil through the Caucasus country would be concerned by any widespread violence and instability. But few would expect that to happen now, months before a presidential election due in October.

"I don't believe that this situation can spread to other regions as there is no basis for that," Ali Akhmedov, deputy chairman of the ruling Yeni Azerbaijan party, told a meeting with residents on Friday.

"And it's not linked to this being an election year. There are just some destructive forces inside the country who are interested in the destabilization of the situation, but they are weak."

STRUGGLE TO MAKE ENDS MEET

The Chirag Hotel was a target of the rioters because it was owned by the driver involved in the car accident. His wealth and brash behavior had long upset the locals, some residents said.

All that is left of the hotel now is some burnt black walls. It was set ablaze by a crowd of 3,000 after a mass brawl that started after the owner drove his car into an electricity pole and was suspected of being drunk.

Overt displays of wealth, common among the lucky few who have struck it rich across the former Soviet Union, breed discontent among those at the other end of the scale who are just struggling to make ends meet.

"Our main problem is unemployment. There are no jobs at all and local government does not do anything to help us," said a 57-year-old woman who identified herself only as Elmira.

She has made her living at the local fruit and vegetable market since the closure of the tobacco factory where she used to work.

Her state pension is 200 manats, 80 manats of which she pays for electricity and other public services. Her disabled husband receives a minimum pension of 70 manats, and her two sons are unemployed.

Samir, the market stall holder, said he used to work in a shop in Baku but had returned to his native town two years ago after losing his job in the capital.

"I earn about 300 manats ($375) each month, but how can you live on this money with wife and a kid," he says.

ALIYEV DYNASTY

Aliyev was assured of the presidency by being nominated as the ruling party's candidate by his father, Heydar, in 2003. Heydar Aliyev had ruled Azerbaijan as Communist Party chief in Soviet times and returned as president in 1993, two years after the Soviet Union collapsed.

Ilham Aliyev is expected to win a presidential election in October but, despite the lack of an obvious alternative, is sure to do his utmost to prevent protests spreading.

Young Azeri opposition activists posted a message via Facebook calling for a protest in Baku on Friday in support of Ismailli residents, but later postponed it until Saturday without giving a reason.

Mass protests are rare and are usually quashed quickly by police in Azerbaijan. Riot police also managed quickly to disperse a protest last March in the town of Quba, 170 km (100 miles) north of Baku, after several hundred residents demanded the resignation of its mayor.

Local authorities and officials who arrived in Ismailli from Baku met residents on Friday to try to keep a lid on discontent.

Nizami Alekperov, the local governor, dismissed calls for his resignation during this week's protests and made light of the rioting.

"Such incidents spoil the image of our region, which is becoming an attractive tourist destination," he said.

Green Blog: Milestone Looms for Farm-Raised Fish

Sometime this year, we will quietly pass a milestone in human history: the majority of the fish we eat will be farm-raised rather than wild-caught.

In the last 20 years, the production of fish through aquaculture has grown exponentially, while marine fish catches have leveled off. Unless it?s an extraordinary year for marine fishing, in 2013 the lines will cross, and the majority of the fish we eat will come from aquaculture rather than oceans.

Fishing is the only part of global food production in which the tillers and the breeders of the world are not dominant, and this year, the last stronghold of the hunter-gatherers will be eclipsed, according to data from the United Nations Food and Agriculture Organization?s 2012 State of World Fisheries and Aquaculture report.

This is not to suggest that the approximately 45 million people who fish for a living are headed to the history books sometime soon. Fishing is likely to continue to have a large work force even as overharvested wild fish stock in many parts of the world decline and the job itself remains one of the most dangerous.

The reason, as several recent studies show, is that fishing is a ?sticky? occupation. One study found that as years of fishing experience increases, so does job satisfaction and the unwillingness to leave the occupation. In another study, people in the Pacific Island nation of Kiribati were provided with a government subsidy for coconut production as a tool to reduce fishing pressure, and the result was the exact opposite. The extra income from coconuts gave them more time to do what they wanted, which was fishing.

Fishing remains one of the few occupations that people will pay money to do in their leisure time.

While commercial fishing will continue regardless of the growth in aquaculture, it is aquaculture that holds more promise for addressing the Malthusian dilemma of feeding a human population expected to increase by 50% over the next 50 years.

One reason is that aquaculture is the most efficient producer of animal protein. Feed conversion ratios for several aquaculture fish species are approaching 1:1, meaning that for every pound of feed, a fish gains one pound. By comparison, the most efficient farmed animals on land are broiler chickens with a 1.6:1 feed conversion ratio. (One reason is that with a few exceptions like bluefin tuna, fish are coldblooded and thus use less energy than poultry, beef cows and hogs.)

Aquaculture is not without problems, however. The effluents from aquaculture ponds can pollute nearby waters and cause severe oxygen depletion, or eutrophication.

Shrimp aquaculture in particular has caused swaths of mangrove forests to be cleared for shrimp ponds in a number of countries, and this loss of ?green infrastructure? has made these coastal areas more vulnerable to storms and diminished the local ?fish nurseries? that mangroves provide.

Disease in aquaculture is also a problem. Widespread outbreaks of disease occur almost every year, and the overuse of antibiotics and pesticides in aquaculture is a growing issue. Trace amounts of antibiotics and pesticides can remain in some aquaculture products.

To help ensure food safety and sustainability of aquaculture products, third-party certification systems like the Aquaculture Stewardship Council and Global Aquaculture Alliance-Best Aquaculture Practices are growing in popularity, especially among large buyers of aquaculture products like supermarket chains.

We?ve had 12,000 years of learning in agriculture and 60 years in large-scale aquaculture. There is still much that is unknown about domesticating fish and shellfish. But what?s clear is that the shift from foraging to farming is almost complete.

In another century, never-say-quit fishermen and dumpster-diving Freegans may be the only hunter-gatherers left.

Nintendo's Satoru Iwata just announced via Nintendo Direct that Virtual Console will be available on the Wii U this spring. Previously, the service was only accessible via the Wii emulator on Nintendo's new console, but will now arrive on the eShop at some unspecified time in Q2 and feature GameBoy Advance titles for the first time. Before that can happen, however, the company wants to implement two key software updates designed to address system performance issues. Nintendo's also devised a pricing scheme to offer users who've amassed a retro gaming library a more affordable way to re-download past VC purchases (as opposed to that clunky transfer system). For any previously downloaded NES ($4.99 - $5.99) and SNES ($7.99 - $8.99) titles, users will have to fork over $1.00 and $1.50, respectively.

And, as part of a celebration of the Famicom's 30th anniversary, Nintendo's offering up a trial campaign that'll make certain titles available to download for 30 cents over a 30 day period. Starting in January and running through July, users will be able to demo one select title per month from the eShop: Balloon Fight, F-Zero, Punch-Out featuring Mr. Dream, Kirby's Adventure, Super Metroid, Yoshi and Donkey Kong. But, take heed, these teases will only last for the month they're offered and, hopefully, entice you to pay full price when the service officially launches on Wii U.

Iwata revealed how the Wii U launch lineup will be bolstered by a long list of top game franchises headed for the new console. These are games that longtime players and newcomers alike will love to play, and everyone will be experiencing them in new ways, thanks to the integrated second-screen experiences enabled by the Wii U GamePad controller. Iwata also detailed a number of enhancements designed to make the Wii U game experience more social, even if people are not playing in the same room.

The Party Continues: A new installment in the Wii Party franchise is planned to launch this summer. The game features various play styles, including one that lets both players compete head-to-head using just the GamePad.

A New Game from Monolith Soft: Tetsuya Takahashi and the team at Monolith Soft that worked on Xenoblade for Wii are working on a new game. A video trailer for the game was shown in the Nintendo Direct.
More on the Way: Iwata shared a new trailer for The Wonderful 101. That game and GAME & WARIO are scheduled to launch in the first half of 2013. Iwata also showed a new video for Bayonetta 2. That game and the new Super Smash Bros. installment are still on the way, but will need more development time before details can be revealed.

Virtual Console

Virtual Console for Wii U: A spring system update will add Virtual Console software to the Nintendo eShop for Wii U. The service will launch right after the spring update and will include a selection of NES and Super NES games, with Game Boy Advance games to be added in the future. The prices for NES and Super NES Virtual Console games for Wii U will be the same as they were for the Virtual Console on Wii. People who have already purchased the Wii version of a certain NES or Super NES Virtual Console game and transferred it to their Wii U console can buy the enhanced Wii U version of the same game for the reduced price of $1 for NES games and $1.50 for Super NES games.
Classic Games for 30 Cents! To celebrate the 30th anniversary of the release of the Famicom in Japan (which was known as the NES in the United States), Nintendo is making one NES or Super NES game available each month now through July at the anniversary price of just 30 cents. Each game will be available at that price for 30 days, and the first is the NES game Balloon Fight, which is now available in the Nintendo eShop for Wii U.

Social and System Enhancements

Miiverse Expands to Smartphones: Starting this spring, people will be able to browse Miiverse from their smartphones. Initially the experience will be browser-based, but Nintendo plans to create a dedicated Miiverse app in the future.
System Updates: Two major updates are on the way, one in the spring and one in the summer. The updates will introduce a wide range of functionality, such as Virtual Console capabilities and shortening the time it takes users to launch software or return to the menu screen.
