Telling people to leave finance ? mathbabe

I used to work in finance, and now I don?t. I haven?t regretted leaving for a moment, even when I?ve been unemployed and confused about what to do next.

Lots of my friends that I made in finance are still there, though, and a majority of them are miserable. They feel trapped and they feel like they have few options. And they?re addicted to the cash flow and often have families to support, or a way of life.

It helps that my husband has a steady job, but?it?s not only that I?m married to a man with tenure that I?m different. First, we have three kids so I actually do have to work, and second, there are opportunities to leave that these people just don?t consider.

First, I want to say it?s frustrating how risk-averse the culture in finance is. I know, it?s strange to hear that, but compared to working in a start-up, I found the culture and people in finance to be way more risk-averse in the sense of personal risk, not in the sense of ?putting other people?s money at risk?.

People in start-ups are optimistic about the future, ready for the big pay-out that may never come, whereas the people in finance are ready for the world to melt down and are trying to collect enough food before it happens. I don?t know which is more accurate but it?s definitely more fun to be around optimists. Young people get old quickly in finance.

Second the money is just crazy. People seriously get caught up in a world where they can?t see themselves accepting less than $400K per year. I don?t think they could wean themselves off the finance teat unless the milk dried up.

So I was interested in this article from Reuters which was focused on lowering bankers? bonuses and telling people to leave if they aren?t happy about it.

On the one hand, as a commenter points out, giving out smaller bonuses won?t magically fix the banks- they are taking massive risks, at least at the too-big-to-fail banks, because there is no personal risk to themselves, and the taxpayer has their back.?On the other hand, if we take away the incentive to take huge risks, then I do think we?d see way less of it.

Just as a thought experiment, what would happen if the bonuses at banks really went way down? Let?s say nobody earns more than $250K, just as a stab in the arm of reality.

First, some people would leave for the few places that are willing to pay a lot more, so hedge funds and other small players with big money. To some extent this has already been happening.

Second, some people would just stay in a much-less-exciting job. Actually, there are plenty of people who have boring jobs already in these banks, and who don?t make huge money, so it wouldn?t be different for them.

Finally, a bunch of people would leave finance and find something else to do. Their drug dealer of choice would be gone. After some weeks or months of detox and withdrawal, they?d learn to translate their salesmanship and computer skills into other industries.

I?m not too worried that they?d not find jobs, because these men and women are generally very smart and competent. In fact, some of them are downright brilliant and might go on to help solve some important problems or build important technology. There?s like an army of engineers in finance that could be putting their skills to use with actual innovation rather than so-called financial innovation.

If you thought judge-critiqued and/or audience-voting-based reality TV shows were getting old, you'd be right, but that doesn't mean they're going away. X Factor's Simon Cowell and the Black Eyed Peas' Will.i.am are reported to be whipping up a new one right now, but it's not for singing, or any kind of performance art. No, no, no. It's for tech moguls. More »

Saturn?s moon Titan shows surprising seasonal changes

ScienceDaily (Sep. 28, 2012) ? Detailed observations of Saturn?s moon Titan have now spanned 30 years, covering an entire solar orbit for this distant world. Dr Athena Coustenis from the Paris-Meudon Observatory in France has analysed data gathered over this time and has found that the changing seasons of Titan affect it more than previously thought. Dr Coustenis will present these results at the European Planetary Science Congress in Madrid on Friday 28th September.

Explains Dr Coustenis, ?As with Earth, conditions on Titan change with its seasons. We can see differences in atmospheric temperatures, chemical composition and circulation patterns, especially at the poles. For example, hydrocarbon lakes form around the north polar region during winter due to colder temperatures and condensation. Also, a haze layer surrounding Titan at the northern pole is significantly reduced during the equinox because of the atmospheric circulation patterns. This is all very surprising because we didn?t expect to find any such rapid changes, especially in the deeper layers of the atmosphere.?

The main cause of these cycles is solar radiation. This is the dominant energy source for Titan?s atmosphere, breaking up the nitrogen and methane present to create more complex molecules, such as ethane, and acting as the driving force for chemical changes. Titan is inclined at around 27 degrees, similar to the Earth, meaning that the cause of seasons ? sunlight reaching different areas with varying intensity due to the tilt ? is the same for both worlds. Says Dr Coustenis, ?It?s amazing to think that the Sun still dominates over other energy sources even as far out as Titan, over 1.5 billion kilometres from us.?

To draw these conclusions data was analysed from several different missions, including Voyager 1 (1980), the Infrared Space Observatory (1997), and Cassini (2004 onwards), complemented by ground-based observations. Each season on Titan spans around 7.5 years, while it takes 29.5 years for Saturn to orbit the Sun, so data has now been gathered for an entire Titan year, encapsulating all seasons.

Dr Coustenis explains why it is important to investigate this distant moon: ?Titan is the best opportunity we have to study conditions very similar to our own planet in terms of climate, meteorology and astrobiology and at the same time a unique world on its own, a paradise for exploring new geological, atmospheric and internal processes.?

Google nixed in German Microsoft injunction

2 hrs.

A U.S. appeals court on Friday ruled that Google's Motorola Mobility unit cannot enforce a patent injunction that it obtained against Microsoft in Germany, diminishing Google's leverage in the ongoing smartphone patent wars.

The injunction would have barred Microsoft from "offering, marketing, using or importing or possessing" in Germany some products including the Xbox 360 and certain Windows software.

The ruling against the German injunction came from the 9th U.S. Circuit Court of Appeals in San Francisco.

Microsoft deputy general counsel David Howard said the company was pleased with the ruling. A representative for Google's Motorola unit declined to comment.

Brian Love, a professor at Santa Clara Law school in Silicon Valley, said the decision helps Microsoft counteract a favorable dynamic for Google in Germany.

"To some extent Germany has a reputation as place you can go and get an injunction relatively easy," Love said.

The current Xbox 360 is the market-leading console in the United States. Microsoft is expected to unveil its next generation Xbox video game console in 2013.

Microsoft has said that Motorola's patents are standard, essential parts of its software and that Motorola is asking far too much in royalties for their use. Google closed on its $12.5 billion Motorola Mobility acquisition this year.

Microsoft sued Motorola in the United States in 2010, and Motorola then filed a lawsuit in Germany. Earlier this year, Microsoft announced plans to move its European distribution center to the Netherlands from Germany ahead of a possible injunction.

After a court in Mannheim issued the sales ban, U.S. District Judge James Robart in Seattle granted Microsoft's request to put the German order on hold earlier this year. According to Robart, the ruling would remain in effect until he could determine whether Motorola could appropriately seek a sales ban based on its standard essential patents.

In its ruling on Friday, a three-judge 9th Circuit unanimously upheld Robart's order. Since Microsoft had already brought a lawsuit against Motorola for breach of contract in the United States, U.S. courts have the power to put the German injunction on hold, the 9th Circuit said.

"At bottom, this case is a private dispute under Washington state contract law between two U.S. corporations," the court ruled.

European regulators are investigating claims that Motorola over-charged Microsoft and Apple Inc for use of its patents in their products and thereby breached antitrust rules.

The case in the 9th Circuit is Microsoft Corporation vs. Motorola Inc, Motorola Mobility Inc and General Instrument Corporation, 12-35352.

Preparation of quality items on-line internet business | ateslilolitam ...

It amazes me sometimes just all the people who were part of the fraud when it comes to online business, and this brings me to another point that I want to talk with you. You see, in the form of prolific online article writer who wrote a series of articles on the subject of internet business activity. I would argue that more writers to prepare articles of quality content online about this, some people are, by nature, ethics and busy copying what others are doing in their online business that may be unethical to prevent worsening of the problem.

You see, if more people from home business online, however, there will be more customers because people feel more comfortable doing business on the internet. At the time people were quite simple, and buy the best e-commerce sites, they do not trust anyone else. It is not so large as to not cut or accidentally released hundreds of thousands of credit card numbers or personal information of customers. We all know what happened.

However, if everyone is running their online business with integrity, I?m pretty sure that the volume of online business literally doubled in a very short time. Oh, of course, doubles as well, but it will be much faster. As the author of the article online, you can consider this as this is the main sub-themes related to the topic of Internet companies, one of them, you have to write. Yes, the subject is almost endless, but you need some ideas to get you started in your writing, so you can make a positive difference.

Consider, if you want every business in the real world, at least part of your online business. Therefore, you can write an article or series of articles for all industries, but still in line pattern. You can have the best software, the best hardware, and the latest developments in mobile computing and mobile transactions. We can talk about advertising, marketing, social media and new ideas and concepts for new business.

Can you explain how one can create your own online business, what are the rules to be followed, and how to build your business to start ? as ethically conducted. You can tell them what to look for, how VAT works, how to accept credit cards online, and how to create a robust cybersecurity strategy to maintain. All these things are worthy statements and information that people need to know if you want to live from online business. Indeed I hope you will please consider all this while preparing quality content online about this topic.

Regime sends text message to Syrian rebels: 'Game over'

BEIRUT (AP) ? Syrian authorities on Thursday sent text messages over cell phones nationwide with a message for rebels fighting President Bashar Assad's regime: "Game over."

The messages signed by the Syrian Arab Army also urged the rebels to surrender their weapons and warned the countdown to evict foreign fighters has begun. The texts appear to be part of the regime's psychological battle against the rebels, but are highly unlikely to have any effect on fighters intent on toppling Assad.

Syrians say they began receiving the messages a day after rebels bombed a military command center in Damascus ? a major security breach of the heavily guarded capital that highlighted the regime's growing vulnerability in the face of a rebellion growing in confidence and capabilities.

People with cellular subscriptions received the messages while those with prepaid phones did not, residents in the Syrian capital said.

Despite the high-profile attack, the two sides have been locked in a stalemate after 18 months of conflict. Activists say the death toll since the conflict began in March last year has recently topped 30,000, with nearly two-thirds of the casualties reported in the past six months.

In August, Syrian army helicopters dropped leaflets warning rebels in Damascus to hand over their arms and seek amnesty.

In Geneva on Thursday, the United Nations' refugee agency said the U.N. and its partners are launching a revised appeal for $487.9 million to help support Syrian refugees. It said 2,000 to 3,000 refugees are crossing into neighboring countries each day.

The UNHCR said 294,000 Syrian refugees are registered or awaiting registration in neighboring countries.

Earlier Thursday, a Lebanese TV station broadcast footage showing Syrian government troops driving rebels from a building they had briefly occupied a day earlier after a double car bomb attack struck army headquarters in Damascus.

The images from Lebanon's Al Manar TV station further demonstrated the scale of the security breach of the heavily guarded capital by rebels determined to topple the Assad regime.

The fighters detonated car bombs that engulfed the army headquarters in flames, followed by three hours of gunbattles in and around the compound Wednesday.

The government said four army guards were killed and 14 people were wounded, including civilians and military personnel.

The carefully orchestrated attacks were the most dramatic security breach in the center of the capital Damascus since July, when rebels detonated explosives inside a high-level crisis meeting in Damascus that killed four top regime officials, including Assad's brother-in-law and the defense minister.

They highlighted the regime's growing vulnerability, even as the 18-month battle to bring down Assad is locked in a stalemate.

Al Manar's correspondent Youssef Shaeito said he accompanied Syrian troops on Wednesday as they stormed the compound after the explosions. In an interview with the station, he said he saw the bodies of three gunmen inside, suggesting clashes between government forces and rebels inside the building.

The station is owned by the Lebanese Hezbollah militant group, a strong ally of Assad's regime. Syrian state-run media, however, reported only on the car bombs, omitting any mention of clashes inside the building.

Exclusive Al Manar footage showed a group of soldiers surrounding a building at the compound and shooting at targets inside. Shortly afterward, a pickup truck with a heavy machine gun mounted on it joins the battle.

Eventually, dozens of troops are seen storming the building and going up the stairs from one room to the other amid smoke. The bodies of three gunmen are seen on the floor, one of them with an apparent suicide belt tied around his waist.

Shaeito said that in the mayhem following the explosions, gunmen had infiltrated the army command headquarters, taken up positions and begun shooting at soldiers. He said the gunmen "moved from floor to floor and room to room" and tossed grenades at soldiers outside.

He said it took soldiers about 45 minutes before they were able to storm the building.

International diplomacy has failed to stop the bloodshed in Syria. Syrian activists said more than 305 people were killed across Syria on Wednesday, making it one of the deadliest days since the conflict began.

They included at least 40 people whose bodies were discovered in a suburb of Damascus, some of whom appeared to have been killed execution-style. The exact circumstances in which the victims were killed remain unclear because of strict restrictions on the media.

Did you honestly think Eric Schmidt went all the way to Seoul just to launch the Nexus 7 for South Korea, hang out with Samsung's JK Shin and moan about the patent war with Apple? Of course not. The Google chairman also found some time to learn the legendary "invisible horse" dance with PSY, the charismatic oppan in the Korean chart-topper Gangnam Style. While Google Korea was happy to supply a few photos, the only video we could dig up was a surprisingly short one hosted by Daum -- it's embedded right after the break.

Stressful at the top? Not really, study finds

Management consultants say 60% of senior executives experience high stress and anxiety on a regular basis, and a thriving industry of motivational speakers teaches business leaders how to manage their corrosive burden of stress. But just how uneasy lies the head that wears the crown?

Not so uneasy, it turns out.

A new study reveals that those who sit atop the nation's political, military, business and nonprofit organizations are actually pretty chill. Compared with people of similar age, gender and ethnicity who haven't made it to the top, leaders pronounced themselves less stressed and anxious. And their levels of cortisol, a hormone that circulates at high levels in the chronically stressed, told the same story.

The source of the leaders' relative serenity was pretty simple: control.

Compared with workers who toil in lower echelons of the American economy, the leaders studied by a group of Harvard University researchers enjoyed control over their schedules, their daily living circumstances, their financial security, their enterprises and their lives.

"Leaders possess a particular psychological resource ? a sense of control ? that may buffer against stress," the research team reported Monday in Proceedings of the National Academies of Sciences.

Though the finding appeared to fly in the face of conventional wisdom, it came as no surprise to those who have studied the role that social status plays in the well-being of our primate relatives.

Baboons and monkeys who rise to positions of power in their social groups show lower levels of anxiety and stress, so long as their status is not under constant challenge. A recent study of female macaque monkeys demonstrated that rising and falling through the social ranks not only dialed their stress up and down, it turned genes on and off in ways that can powerfully influence health.

"It's clear that having a sense of control is protective against stress," said Nichole Lighthall, who researches stress and its effects at Duke University and was not involved in the new study.

"People in a company at all levels may be affected by the market and its unpredictability," she said. But while rank-and-file employees may worry about being laid off, chief executives can pretty much rest assured that "they'll keep their position in society, their superiority, their lifestyle and their income" even if the organization over which they preside suffers, she said.

To gather leaders for study, the Harvard team took advantage of the university's array of programs for mid-career and senior professionals. Such students ? some at Harvard for just a week, others for as long as a year or two ? are generally rising stars being groomed for promotion within their organizations. Members of Harvard's Decision Science Laboratory invited them to take part in their studies.

Social psychologist Gary Sherman and his colleagues recruited 148 people who managed others in military, government, business and nonprofit organizations. Each participant was asked to complete an inventory of psychological traits and a questionnaire that captures the extent to which a person feels a sense of power in general and in his relationships with others.

Participants also were asked to describe their jobs and count the workers below them in the hierarchy. Finally, the study members provided a sample of their saliva so the researchers could measure their level of cortisol.

For comparison, the study drew 65 people from the general community who did not exercise management control over others. Researcher had these participants complete the same inventories and measured their cortisol. They ensured that both groups ? leaders and non-leaders ? were identical in terms of their age, gender and ethnic composition.

The results showed that compared to non-leaders, leaders' sense of control and propensity toward anxiety were lower. So were their cortisol levels, providing physiological proof that they were less stressed.

When the researchers focused on differences within a group of 75 leaders, they found that the larger the pool of workers an individual managed, the lower he or she scored on measures of stress and anxiety.

Samuel Barondes, director of UC San Francisco's Center for Neurobiology and Psychiatry, said the study didn't reveal whether leaders became less stressed as they climbed toward the top or whether they were less prone to stress in the first place, facilitating their ascent. He suspects it's a combination of both, but either way, "once you've made it and are not at the whim of capricious meanies above you in the hierarchy, you are less stressed," said Barondes, author of "Making Sense of People: Decoding the Mysteries of Personality."

To Sherman, the study underscores that humans and their primate relatives are not so far apart when it comes to the exercise of power.

"Certainly, human hierarchies are more complex than those you see in nonhuman primates," he said. "But clearly, some of the same factors may be at play: Any time you get a hierarchical organization, you may get effects like this."

The Engagement Is Over, Do You Return The Ring? | Clutch Magazine

It was the greatest day in your life. He got down on one knee and proposed. Finally. You tweeted, your facebooked, you instagrammed, you did everything but fly a plane across Wrigley Field to let everyone know he finally asked you to marry him. The venue was picked, the flowers were chosen and the caterer decided on cajun cuisine. Two weeks before your big day, he sat across from you at dinner and said, ?I can?t do this. I don?t want to marry you.? The tears started flowing and what was supposed to be the most amazing day in your life wasn?t going to happen.

What?s left after an engagement is the wedding ring. It?s easy to cancel venues and stop payments to other vendors involved, but what about the ring? Do you keep it, or do you give it back. If you?re a guy, do you ask for it back, or do you chuck deuces and cut your losses?

In the case of etiquette versus the law, etiquette says that the ring should be returned. But according to the legal system it all depends on where you live, who broke off the engagement and how you received it. According to Attorney Sean Walton, Jr., ?Once a person gives an engagement ring they no longer have any legal right to the ring. In most jurisdictions the gift of personal property must include delivery, donative intent, and acceptance. So once you propose, your intent is for her to take and keep the ring, and if she says yes? it?s a wrap.?

As Attorney Walton stated, different jurisdictions have different rules. In Iowa, Kansas, Michigan, New Jersey, New Mexico, New York, Pennsylvania and Wisconsin an engagement ring is considered a gift in contemplation of a marriage. Basically, if there?s no marriage, the ring should be returned. Just like there are no fault divorces in these states, the same applies to engagements as well. But in California, it all depends on who breaks the engagement. If the guy breaks up, he doesn?t get the ring back. But if the other party is the one to dissolve the engagement, they have to return the ring. Montana doesn?t care who bought the ring. An engagement ring is considered a gift, and you can keep it.

I?m going to side with the State of Montana on this one. Plus no one likes an ?Indian Giver? (go ahead, let me know how unPC that term is). Attorney Shauntese Trye, with Trye, Butler , Mayo & Griffith in Baltimore, Maryland says, ?The law doesn?t reward Indian Givers, you don?t get your gift back?. Thankfully I?ve never had my person to ask for the ring back. He knew better. I?m not sure what type of person would actually have the balls to ask for an engagement ring back. What do you do with the ring? Save it for the next broad? In looking at the Zales return policy, they only allow you up to 100 days for a full refund. I guess people need to know the laws of the state, in case they ever want to ask for an engagement ring back. Apparently, the best place to get engaged is in a nice town in Montana.

Do you think an engagement ring should be returned? Should a person ask for it back?

Anyone can cook a steak after drinking | Cubicgarden.com

Got to love Manchester? Great people and some great festivals including the Manchester Food and Drink Festival. Its a great chance to try some great food and sample different drinks. Good food does cost but you can lower the prices by cooking for yourself. Actually I find the prices to be comparable to ordering a takeaway and how much hassle is it to cook a steak? Less time than calling a pizza delivery

A little while ago while walking home from somewhere late night in Manchester. The guys I walked with, wanted to stop at a load of late night fast food places. I said fine but I got a steak with a bag of salad to eat when I finally get home, so I won?t be interested in hanging around fast food joints?

Bit of background?

I made the decision to start putting a steak at the bottom of my fridge (when going out and drinking) with a bag of green salad, so when walking back I don?t get tempted to buy some greasy mixed up kebab or some deep friend chicken. And it works because the temptation is literally gone and eating home cooked steak instead of deep friend whatever is obviously better for you. Specially when you add a bag of green salad.

Phil (the guy sitting on the sofa with the lady iris) challenged me that our friend Dan (his flatmate) could not cook a steak at 4am after a night of heavy drinking. I knew even Dan could with a tiny bit of direction from myself (he never cooked a steak before ever).

Of course I recorded it from the moment he put it in the pan. Watch out for the moment when I thought he was going to burn his fingers off though (so glad he didn?t do so).

I can tell you the steak was nice not like my own efforts.

If Dan can do it anyone can?

New SARS-like virus detected in Middle East

(AP) ? Global health officials are closely monitoring a new respiratory virus related to SARS that is believed to have killed at least one person in Saudi Arabia and left a Qatari citizen in critical condition in London.

The germ is a coronavirus, from a family of viruses that cause the common cold as well as SARS, the severe acute respiratory syndrome that killed some 800 people, mostly in Asia, in a 2003 epidemic.

In the latest case, British officials alerted the World Health Organization on Saturday of the new virus in a man who transferred from Qatar to be treated in London. He had recently traveled to Saudi Arabia and is now being treated in an intensive care unit after suffering kidney failure.

WHO said virus samples from the patient are almost identical to those of a 60-year-old Saudi national who died earlier this year. The agency isn't currently recommending travel restrictions and said the source of infection remains unknown. Still, the situation has raised concerns ahead of next month's annual Hajj pilgrimage, which brings millions of people to Saudi Arabia from around the world.

Health officials don't know yet whether the virus could spread as rapidly as SARS did or if it might kill as many people. SARS, which first jumped to humans from civet cats in China, hit more than 30 countries worldwide after spreading from Hong Kong.

"It's still (in the) very early days," said Gregory Hartl, a WHO spokesman. "At the moment, we have two sporadic cases and there are still a lot of holes to be filled in."

He added it was unclear how the virus spreads. Coronaviruses are typically spread in the air but Hartl said scientists were considering the possibility that the patients were infected directly by animals. He said there was no evidence yet of any human-to-human transmission.

"All possible avenues of infection are being explored right now," he said.

No other countries have so far reported any similar cases to WHO, he said, and so far there is no connection between the cases except for a history of travel in Saudi Arabia.

Hartl said the first patient may have had an underlying condition but it probably didn't make him more susceptible to catching the virus.

Other experts said it was unclear how dangerous the virus is.

"We don't know if this is going to turn into another SARS or if it will disappear into nothing," said Michael Osterholm, a flu expert at the University of Minnesota. He said it was crucial to determine the ratio of severe to mild cases.

Osterholm said it was worrying that at least one person with the disease had died. "You don't die from the common cold," he said. "This gives us reason to think it might be more like SARS," which killed about 10 percent of the people it infected.

Britain's Health Protection Agency and WHO said in statements that the 49-year-old Qatari national became ill on Sept. 3, having previously traveled to Saudi Arabia. He was transferred from Qatar to Britain on Sept. 11 and is being treated in an intensive care unit at a London hospital for problems including kidney failure. Respiratory viruses aren't usually known to cause serious kidney problems.

In Qatar, Mohammed bin Hamid Al Thani of the Public Health Department said the patient was in Saudi Arabia for Ramadan during the summer and fell ill after returning to Qatar. Doctors could not immediately identify the virus and decided he should be treated in London.

A public health official, Abdullakef al-Khal, said there is no indication that the patient's family or others were infected.

"There is no special alert for now," he said. "We are being vigilant."

David Heymann, chairman of the Health Protection Agency, said the new virus didn't appear that similar to SARS.

"It isn't as lethal as SARS and we don't know too much about its transmissibility yet," he said. "If people are getting infected, they aren't getting serious disease."

Heymann said none of the health workers involved in treating the Qatari patient had fallen ill.

Saudi officials said they were concerned that the upcoming Hajj pilgrimage next month could provide more opportunities for the virus to spread. They advised pilgrims to keep their hands clean and wear masks in crowded places.

The Hajj has previously sparked outbreaks of diseases including the flu, meningitis and polio.

Kenyan teachers reach pay deal, end strike

NAIROBI (Reuters) - Kenyan teachers have called off a strike for higher pay that started on September 3 after signing a deal with the government, their union said on Monday.

Under the terms of the deal, public school teachers will get a pay rise of 5,250 shillings for the lowest paid, taking their pay to 19,000 shillings a month. The highest paid will get 142,000 shillings a month, a rise of 22,000 shillings.

Unions had demanded between 100 and 300 percent pay rises.

The deal leaves the government with an extra 20 billion shillings to find in the 2012/13 (July-June) fiscal year.

Finance Minister Robinson Githae said he was seeking areas where the funds could be found, including further cuts to ministries' budgets and scrapping development projects scheduled for this fiscal year but yet to start.

"If everything else fails, the last resort is we increase tax," he told Reuters, adding he expected concrete proposals by the end of this week.

The pay rises will be back-dated to July and will allow schools to reopen on Tuesday, said David Okuta, secretary general of the 278,000-member Kenya National Union of Teachers (KNUT).

KNUT had demanded a 300 percent pay rise, a demand both sides agreed should be negotiated later with the salaries and remuneration commission, created to rationalise wages in the private sector.

Another union representing 47,000 secondary school teachers had asked for a 100 percent pay rise. This will also be addressed by the salaries commission.

Githae said last week those demands were unsustainable and would cost the government an extra 400 billion shillings a year.

Top officials in Kenya are paid handsomely, with members of parliament earning about $13,000 a month, creating resentment among many citizens.

Doctors at public hospitals went on strike earlier this month to press for payment of higher allowances that they say the government had agreed to.

The strikes come before a parliamentary and presidential election due in early March.

Campaign is in high gear, but White House is quiet

(AP) ? It's awfully quiet at the White House these days.

President Barack Obama is spending much of his time on the road courting voters in a handful of states ? the most competitive ones ? as he looks to break open what polls show is a close race.

The White House press corps that normally occupies space in the West Wing is out there with him, or off covering Republican challenger Mitt Romney. Even the noisy and disruptive construction on the North Lawn has wrapped up.

Six weeks from Election Day, governing has taken a backseat to campaigning, an inevitable shift for any president seeking a second term.

Former Russia defense chief Grachev dies

MOSCOW (Reuters) - Former Russian Defense Minister Pavel Grachev, who said Chechen rebels could be crushed in a few hours with a single airborne regiment - ahead of a devastating 20-month war - died on Sunday aged 64.

The general was defense minister under President Boris Yeltsin in 1992-1996 and was one of the decision-makers behind the first war Moscow launched, in December 1994, to defeat separatist forces.

Tens of thousands of people, many of them civilians, were killed before the signing of an August 1996 treaty that called for the withdrawal of federal forces and left the region in the hands of separatist leaders.

Grachev died at the Vishnyevsky military hospital outside Moscow.

Federal forces returned to Chechnya in 1999, beginning another devastating war that helped propel Vladimir Putin to Russia's presidency and restored Russian rule over the region but also fuelled an Islamist insurgency that persists today.

Grachev was dogged by accusations of involvement in corruption linked to the Soviet withdrawal from East Germany.

A journalist who had linked Grachev to corruption in the military, Dmitry Kholodov, was killed by an exploding briefcase in 1994, and his newspaper pointed the finger at Grachev.

Grachev was not charged in connection with Kholodov's killing, but when testifying as a witness he acknowledged using harsh words about the journalist when speaking to subordinates.

It is one of the many killings of Russian government critics that remain unsolved years later.

Amanda Bynes Fights Photographer, Doesn't Like the Way She Looked in That First Pic

Amanda Bynes' bizarre behavior continued this week as the embattled former teen star got into a scuffle with a paparazzo ... and it's a lot weirder than you think.

The tussle caught on tape by ET as Bynes was down Sunset Blvd. in Hollywood, shielding her face from being photographed. That part was pretty standard.

Then she strangely came over, Amanda she didn't like the way she looked, and tried to reason with the guy, flattering him into deleting the first photo of her.

Amanda then agreed to pose for a new set of photos, yet things turned even uglier after that, and a struggle over control of the camera apparently ensued.

The melee shows the camera, still rolling, flying every which way as the celebrity gossip photographer yelling at the embattled actress to give him back the camera.

He asserts that the star hurt him; Bynes calmly responds, "I didn't touch you."

Bynes' downward spiral has been well-documented of late. The star has been arrested for DUI, accused to two hit-and-runs and had her license suspended.

It's not just traffic accidents that have plagued her in the last six months. Amanda's odd behavior has included driving around aimlessly smoking out of a pipe.

Bynes has pleaded not guilty to the DUI charges, and has publicly refuted that she has a problem, saying she's doing AMAZING lately. No one is buying this.

Do Romney's gaffes hurt California's GOP House candidates?

Republican presidential nominee Mitt Romney's recent stumbles are unwelcome news for GOP candidates in tight California congressional races, though perhaps less so than for their peers in other states.

As Romney's poll numbers dip and he tries to regain traction, candidates in California seem to be taking a wait-and-see attitude as to whether to distance themselves from Romney, as numerous Senate and House candidates around the country already have done.

Spokesmen for some -- including Rep. Jeff Denham, R-Modesto, and former Lt. Gov. Abel Maldonado, who's challenging Rep. Lois Capps, D-Santa Barbara -- say what Romney says has little impact here. But other campaigns are less willing to discuss Romney's troubles.

Eleven California House districts are considered competitive, according to the closely watched Cook Political Report. That makes the Golden State a make-or-break battleground for the Democrats' long-shot quest to gain 25 House seats and perhaps reinstall San Francisco's Nancy Pelosi as House speaker.

This week a video surfaced of a May Romney fundraiser in Florida at which he badmouthed "47 percent of the people who will vote for the president no matter what" because they're dependent upon government and pay no income tax.

Colin Hunter, a campaign spokesman for Republican Ricky Gill of Lodi, who's taking on Rep. Jerry McNerney, D-Stockton, in the 9th Congressional District, said he would "respectfully decline to

comment" on Romney's remarks. Alee Lockman, campaign manager for Republican Kim Vann -- who's challenging Rep. John Garamendi, D-Fairfield -- said only that "Kim remains focused on talking with 3rd District voters and sharing her positive message of working toward common-sense solutions to the challenges facing our nation."

Representatives of Rep. Dan Lungren's re-election campaign didn't return emails and calls Thursday and Friday seeking comment.

Romney arrived in the Bay Area on Friday evening for a Hillsborough fundraiser to which no reporters were admitted, after 10 rocky days. Even before the "47 percent" video surfaced, his Sept. 12 criticism of President Barack Obama's handling of attacks that killed Bay Area native Christopher Stevens, the U.S. ambassador to Libya, had polled poorly. Then last weekend brought a wave of stories quoting sources within the Romney campaigns describing disarray and pointing fingers.

Larry Sabato, director of the University of Virginia's Center for Politics, said Republicans definitely are nervous that if Obama wins big, House Democrats could exceed expectations and perhaps even retake the chamber. That's still a very remote possibility, he said, but "it is certainly true that as Obama's vote total goes up, the potential for significant coat tail increases."

But Gary Jacobson, a congressional elections expert at UC San Diego, said Romney's missteps might hurt California GOP candidates a little less.

"Insofar as they get tied to his message, then there might be some problem," he said. "But the advantage for California Republicans is that there's no Romney campaign here whatsoever. The state has been conceded to Obama, as well it should be. So that probably limits the kind of 'guilt by association' that Republicans might face when Romney makes comments that seem to be unpopular and not very astute.

"It never helps to have the top of your ticket floundering around. ... But I don't think it's going to be decisive in any of these races" in California, Jacobson said.

New polls might be starting to show the fallout for the Romney stumbles.

A Purple Insights poll released Friday shows Obama leading Romney 49 percent to 44 percent across a dozen battleground states, compared with a one-point Romney lead last month.

Sabato, however, noted that if many Californians decide not to go to the polls because the state is a lock for Obama, the depressed voter turnout could actually help Republicans.

Brook Hougesen, spokeswoman for a Republican super PAC called the Congressional Leadership Fund, said she hasn't seen Romney become a liability for any California House candidate, "though the same cannot be said for President Obama."

"Ultimately, these campaigns are going to be about the various candidates' economic records," she said. "Unfortunately for Democrats running in California, voters may personally like President Obama, but in the competitive California districts they fundamentally disapprove of his economic policies -- the exact same ones vulnerable incumbent Democrats ushered in."

But Andy Stone, spokesman for the Democrat-affiliated House Majority PAC and a former McNerney aide, predicted Romney's gaffes "will have a huge effect" on California's GOP congressional contenders.

"Why else would Republicans in swing districts nationwide be sprinting from Mitt Romney and be doing acrobatics to avoid being associated with him?" he said. "The bottom line is that Mitt Romney perfectly exemplifies a party that -- whether it's ending Medicare, cutting Pell Grants or gutting infrastructure funding all to pay for tax cuts for the wealthiest -- has made it clear they're not on the side of the middle class. GOP congressional candidates won't be able to run from that."

Some say they don't have to.

"A large majority of voters know that California is irrelevant in the presidential race and the place they can make the biggest impact with their vote is at the congressional level," said Dave Gilliard, who's managing Denham's re-election campaign against Democratic challenger Jose Hernandez.

"No matter who wins the presidency, 10th District voters want a representative who will be independent and not afraid to take on the big spenders and status quo and, most important, someone who understands the (Central) Valley's economy and is committed to turning things around," he said.

Maldonado spokesman Kurt Bardella said House campaigns were more likely to be swayed by bigger races in 2010, when California had costly, hard-fought contests for governor and U.S. Senate.

"This time there is none of that, there is no top-of-the-ticket race in California," he said, noting that Obama is a lock and most voters can't even name U.S. Sen. Dianne Feinstein's GOP challenger. (It's Elizabeth Emken of Danville.)

"It's almost like an off-year election for us instead of us being on a presidential-year trajectory," Bardella said. "Because the president is going to win here, the only thing that gets you out to the polls is how passionate you are about the next race down on the ballot."

But asked about Maldonado opinion on Romney's remarks, Bardella replied that Maldonado is too wrapped up in his own race and the district's issues to pay any mind to what presidential candidates say.
